@SET ( <sticky-exit> | <group> ) = TATTLE

     Setting a Group T (tattle) will tell the owner of the group
     whenever anyone/anything enters or leaves the group, providing the
     owner is online.

     Setting a Sticky Exit T (tattle)  will cause the sticky exit to
     notify the owner when it is used, much like Tattle Groups.

     At a future time, tattle will work on non-sticky exits.
     Tattle on rooms means TEMPLE, and requires special permissions
     to set.
